Biden's words contradicted the address given by Russian President Vladimir Putin, in which he promised that Moscow would reach its goals in Ukraine and blamed the West for planning to demolish Russia. Putin declared that Russia was suspending its involvement in the New START treaty, the last significant arms control agreement with the United States.
